Artoonix
A couple of months ago I found Artoonix. This software is in the development now and costs only $20. (It is shareware without time limit, so you can try it as long as you wish, before you buy it) I think, it is possible to buy it now, and then wait until it will be powerful like Toonz or Animo... 
I've tested Artoonix, it is really simple to learn. There are some tutorials on the artoonix page, so you need about 30 minutes to learn, how to animate with artoonix. After I tried the "Pony Tutorial", I made this two sketches (the coloured one first).
